Four Walls Texas is developing a statewide housing-stability initiative. The proposed first step is a small, provider-led housing-access pilot in one Texas region.

PROPOSED PILOT
Begin with willing rental-property owners and one qualified local housing provider. Confirm the county, household focus, available units and provider capacity together before any client referrals open.

PROPOSED ROLES
Four Walls Texas would recruit and organize owner inquiries, help prepare property information, and coordinate agreed move-in support. The local provider would retain responsibility for eligibility, assessments, housing placement and tenancy support.

OWNER INTRODUCTION
Owner inquiry -> Scott/Debra review -> owner permission for a named provider -> provider acceptance -> written responsibilities -> provider-confirmed placement and follow-up.

LAUNCH REQUIREMENTS
Confirm an accountable organization, named delivery leads, written referral and privacy arrangements, housing and support capacity, and any funding needed for agreed obligations. No gate is treated as complete without evidence.

MEASUREMENT
Track qualified owner inquiries, verified available units, consented handoffs and provider acknowledgments. Report housing outcomes only when the provider verifies them. Keep targets separate from results.

BUDGET
The $3 million three-region annual model is an illustrative planning scenario. The first local pilot needs its own validated scope and budget. No funding, rental payments, incentives or assistance are promised.

FIRST CONVERSATION
Confirm the most useful local role for Four Walls Texas, the person responsible for accepting owner introductions, and the requirements for a small joint pilot.

CURRENT STAGE
The public resource website and property-owner inquiry form are available. Partnerships, a delivery region, funding and direct services remain to be confirmed. Donations and client assistance applications are not open.
