FOUR WALLS TEXAS - DRAFT LOCAL PILOT CHARTER Version: October 15, 2026 Status: proposal for team review. No delivery commitments made. PURPOSE Test a reliable pathway from a willing property owner to a qualified local housing provider in one defined Texas region. Learn before expanding. RECOMMENDED INITIAL SCOPE Property-owner outreach, inquiry review and permission-based introductions to an agreed provider. Add move-in support only after needs, costs and delivery responsibilities are confirmed. Existing providers retain eligibility, client assessment, placement, casework and tenancy support. DECISIONS TO COMPLETE Pilot working geography: Montgomery County, Texas, including the city of Montgomery; confirm the exact provider service boundary Accountable organization and authorized lead: to be confirmed Receiving housing provider and named contact: to be agreed Household focus and eligible unit types: provider-defined Maximum inquiry and delivery capacity: to be agreed Four Walls inquiry-review lead: Scott. Backup: Debra. Confirm operating authorization, training and coverage before launch. Local costs, funding and authority to commit resources: to be approved Owner permission and information-sharing procedure: to be agreed Complaint and escalation contacts: to be agreed Start date, first review and stop/pause decision owner: to be agreed PROPOSED WORKFLOW 1. Save owner inquiry privately and give its reference. 2. Review for completeness, duplicates and test submissions. Confirm authority, current availability and safe contact details. 3. Ask the owner for permission to share specified details with a named provider. Record that permission privately. 4. Obtain provider acceptance and identify the next responsible person. 5. Have the responsible parties confirm housing standards, rent, deposits, lease, support and any funding. An inquiry is not an approval or guarantee. 6. Track the handoff. Count a housing outcome only from provider verification and agreed definitions. READINESS EVIDENCE Written scope and responsibilities; accountable organization; named staff and backup; provider capacity; permission process; private records; complaint/escalation process; any required funding and controls; measurement definitions; clear public descriptions. MEASURES Qualified inquiries, verified available units, permission to share, provider acknowledgments, time to next step, and reasons introductions do not proceed. Housing placements and retention are separate provider-verified outcomes. Test submissions and duplicate units are excluded. BUDGET AND LIMITS The $3 million three-region annual model is an illustrative planning scenario, not this pilot's approved budget. No grant, rental assistance, landlord incentive, rent guarantee or tax-deductible receipt is promised. Donations and client applications stay closed until separately approved arrangements are ready. PAUSE OR STOP Pause new handoffs if the provider lacks capacity, funding obligations cannot be met, no responsible person is available, or privacy/safeguarding concerns are unresolved. Keep owners informed through the agreed process. Review existing commitments before making changes.
