08 / FOUR WALLS TEXAS

Partner With Us

A practical proposal for housing providers, property owners and community organizations. Agree the local role, responsibilities and capacity before making commitments.

A PROPOSED FIRST PARTNERSHIP

Start with one region.
Make the handoff work.

Four Walls Texas can help build a doorway into the housing work already happening in Texas communities.

Our current stage: resource information and private property-owner inquiries are available. Montgomery is our chosen starting focus. The exact local service boundary, operating organization, delivery agreements and funding remain in development. No partnership or service commitment is implied by this proposal.

THE WORK WE COULD DO TOGETHER

Useful roles. Clear responsibilities.

Four Walls Texas would contribute

  • Property-owner outreach and organized rental-housing inquiries
  • Owner-approved introductions to an agreed local provider
  • Provider-defined move-in support and community participation
  • Public resource information and agreed aggregate reporting

The local housing provider would lead

  • Client eligibility, assessment, selection and housing referrals
  • Housing standards, lease coordination and any funded assistance
  • Case management, tenancy support and escalation
  • Verification of household outcomes and appropriate data handling

These are proposed roles. Each organization must agree its responsibilities and capacity in writing. We are seeking collaboration with existing systems and providers.

A SMALL FIRST PILOT

Agree the scope before the scale.

  1. Select one geography and a delivery partner.

Begin with the proposed Montgomery County focus. Agree the exact service boundary with a qualified provider that needs rental units and can support participating households.

  2. Set the operating limit.

Agree unit types, rent ranges, household focus, maximum inquiry volume, staff capacity and review dates. These limits have not yet been set.

  3. Document the handoff and resources.

Identify the receiving contact, owner permission process, acceptance criteria, response expectations and who pays for each agreed activity.

  4. Review before expanding.

Resolve problems in the first local pathway before considering additional regions or a larger funded program.

The existing $3 million three-region model is an illustrative annual planning scenario. It is not an approved first-pilot budget or a funding commitment.

PERMISSION BEFORE A REFERRAL

A housing inquiry stays private.

The website saves property-owner inquiries privately and queues notifications for Scott and Debra. An inquiry does not automatically go to another organization.

Before an introduction, Scott or Debra would ask the owner for permission to share specified details with a named provider. The provider must confirm it can receive the introduction. Client applications, case histories, identity documents and medical information do not belong in this form.

A FIRST CONVERSATION

Three questions to resolve together.

Where could we be useful?

Which rental units or move-in resources are hard to find, and which households does your program already have capacity to support?

Who owns the next step?

Who receives owner introductions, confirms acceptance, and responds when a housing or tenancy issue needs attention?

What would a pilot require?

Which agreements, staff, funding, permissions and evidence need to be in place before a small pilot can begin?
