Total homelessness
Compared with a validated 2026 regional baseline.
04 / FOUR WALLS TEXAS
Measure the change that matters: people moving into a home and staying housed. Targets and actual results belong in separate columns.
04 / SEE RESULTS
Real progress means people finding a home and staying housed. We’ll measure both, with clear definitions and public reporting.
PROPOSED TARGETS · TO BE VALIDATED WITH REGIONAL PARTNERS
Compared with a validated 2026 regional baseline.
More people moving from outdoor settings into homes.
Among housed participants with a completed follow-up period.
Additional goals: 20% fewer recorded first-time entries and a 30% reduction in median time from enrollment to permanent housing by December 2029. These figures are goals, not achieved results.
No verified service outcomes or fundraising totals have been published. Baselines, funding, and regional agreements remain to be established.
Timing begins when the initiative formally launches. Milestones shown are planned, not completed.
Use consistent regional point-in-time counts alongside year-round service data. Track verified move-ins, housing retention, returns to homelessness, time to housing, and cost. Deduplicate participating households and publish data coverage and missing follow-up. Outreach contacts and shelter stays are separate measures. Changes in count methods will be disclosed.
THE CURRENT EVIDENCE
Resource pathways, the proposed pilot, and preparation tools are available.
No move-in, retention, spending, or fundraising dataset has been published by this initiative.
Partner regions, common definitions, and comparable baselines must be established before performance is assessed.
A missing measurement is shown as “not yet reported,” never as zero. Regional trends cannot be attributed to Four Walls Texas without an appropriate evaluation.
REPORTING DEFINITIONS
| Measure | Definition and disclosure | Proposed reporting |
|---|---|---|
| Verified permanent-housing move-ins | Households with a confirmed permanent-housing move-in date; outreach and shelter contacts reported separately. | Monthly |
| 12-month housing retention | Known retained households / households whose 12-month follow-up is due. Also publish unknown outcomes and follow-up coverage. | Quarterly cohort report |
| Returns to homelessness | Documented returns among participants placed into housing, with observation window and data coverage disclosed. | Quarterly |
| Time to housing | Median days from agreed program enrollment to verified permanent-housing move-in; report cohort size and still-waiting households separately. | Monthly |
| Costs and commitments | Actual spending and outstanding commitments by workstream; separate direct assistance from delivery costs. | Monthly |
| Regional homelessness trends | Comparable point-in-time and year-round system measures, with coverage and methodological changes explained. | Annual / partner cycle |
Before reporting, agree the enrollment date, housing type, household identifier, cohort window, and follow-up method with regional providers. Explain data completeness, exclusions, suppressed small counts, and revisions alongside each release.
PROTECT PEOPLE, NOT JUST NUMBERS
The public dashboard should never expose client identities, precise sleeping locations, case notes, or sensitive histories. Providers must establish consent, role-based access, retention, incident-response, and data-sharing arrangements before collecting program information.
Public progress reports should explain what changed, how many households are represented, the limitations, what spending supported, and what the team will do next. Planned reporting begins only when funded delivery and validated data are available.
